On Wednesday 30th April, around forty local residents, councillors and representatives from key service providers attended Enderby Civic Centre for the launch of the Enderby Parish Plan.

The launch is the culmination of two years work by the volunteers who formed the Enderby Parish Plan Steering Group.

The group initially looked at various aspects of life in Enderby and then proceeded to identify broad categories upon which to base a consultative document - the Parish Plan Questionnaire.

Questionnaires were issued to every household, with a separate document targeted at the young people of Enderby.

Approximately 700 questionnaires were returned with resident's responses to carefully formed questions regarding local services and facilities, crime and community safety, transport and planning.

The responses were collated and entered into a database which, when analysed, provided an insight into the opinions and aspirations of the community in Enderby.

Armed with the results from the questionnaire, plans of action were drawn up and the various agencies who would take the issues forward were identified.

Welcoming all who attended the launch, Cllr. Green paid tribute to her colleagues on the steering group and to all who responded to the Parish Plan Questionnaire.

The first speaker to address the meeting was Charlotte Burt, Community Development Officer of the Rural Community Council responsible for conducting community consultation and development in the Blaby area.

Ms. Burt (above) spoke of the background to the Parish Plan process and the role of the Rural Community Council in supporting communities to produce reports and action plans unique to their needs.

The issues raised in the plan, together with the timescales and costs identified, would be viewed by partner service providers who have signed up to the Leicestershire Rural Partnership Consultation Protocol.

After initial responses by service providers, the 'actions' raised by the Parish Plan will be subject to periodic review at which point the service providers will report on progress.

Next to address the audience was Matthew Kempson (below) from the Chief Executive's Office at County Hall. Mr. Kempson provides a link between parish plan groups and service providers within the County Council.

He was able to tell the audience that the County Council had already been contacted with regard to some of the issues raised in the Enderby Parish Plan. He spoke positively about the County Council's commitment to the process but spoke candidly about issues of timescale and funding.

The question of a sign-post or board pointing to places of interest in Enderby had been raised and Mr. Kempson said the Council had (for instance) access to their own mapping department who could possibly assist with their expertise and ultimately help reduce the overall cost.

The audience then heard from David Statham, a member of the Parish Plan Steering Group, who used a computer slide-projection to give an account of the issues highlighted by the Plan. He was able to expand on the circumstances which had raised the issues and in so doing. in effect, described the current feelings of the community as well as its aspirations for the future.

After applauding and thanking the speakers, those attending were invited to partake of refreshments and to circulate around the hall where large copies of the Action Plans for the respective categories had been affixed to the walls.

Councillors and representatives from some of the service providers attending the launch were on hand together with members of the Steering Group.

Everyone was encouraged to engage with the representatives to chat informally about their views and opinions and where appropriate have them summarised on post-it notes which were then attached to the large copies of the Action Plans on the walls.

All the comments were collected up at the end of the meeting and, together with the informal conversations, assist in further informing Partners to the plan of the community's views on the outcomes they would like to see as the Plan matures.
