All meetings of Council and Committees will be held at the Civic Centre, King Street, Enderby at 7.30 p.m. Prior to the commencement of the meetings Members of the Public are invited to ask questions on Parish Council matters.
District and County Councillors will hold a Surgery in the Civic Centre at 6.45pm to 7.30pm on 14th May and 11th June 2008 to answer questions or deal with problems relating to County and district Services.

Enderby Parish Council is the independent local democratic unit of the village, representing the body of grass-roots opinion.
The Council has no political affiliation.
The Parish Council acts as a voice, representing the views of Enderby residents at District Council, County Council level, and to others including local and national government agencies.

The Parish Council is entitled to be consulted with regard to planning applications for such as schools and roads. However, the Council cannot enforce the conditions of a planning application, such power being vested in the Planning Authority.
Generally, the Parish Council is responsible for:
The Council gains funding by setting an annual precept, which is placed
on the
District Council
tax. This allows the Council the necessary finances to deal with their
responsibilities.
The Council is required to hold regular meetings, which members of the public are welcome to attend. Before the Meetings commence there is an opportunity given by the Chairman to allow any member of the public to address the Members on any aspect of the work of the Parish Council and raise any queries relevant to Parish Council business.
Elections to the Parish Council are held every four years. The next election is due to take place in 2011. The Council consists of members of the community from various walks of life and age range.

I am pleased to present the Chairman's Report to the Annual Meeting of the Parish and will report on the work of each of the Council Committees before giving a report on the Financial Accounts of the Parish.
Planning Committee
Over the past year, 109 planning applications have been considered by the Council - one more than last year - and while most of these are for general property extensions or for the continued development of Grove Park, etc., there has been some applications to which the Council has lodged objections.
These included applications for a Waste Transfer Station at Coventry Road, Narborough, storage of soil and re-cycled aggregate at Strawberry Fields, Seine Lane, Enderby, application for landfill and stone crushing plant at Quarry Lane, an off road adventure park to provide 3 circuits for motor cycle racing at Forest Road, Narborough and two applications for gypsy sites in Kirk Lane.
Of these applications the Waste Transfer Station was refused as was the application for circuit racing at Forest Road but both these applications are the subject of outstanding planning appeals.
The application for the landfill site in Quarry Lane was refused by the County Council and a decision on the Strawberry Fields application is awaited. Both the gypsy site applications in Kirk Lane were approved but with strict conditions.
Perhaps the most controversial application was submitted by the County Council seeking consent to construct a 9 million pounds park and ride scheme on land off Leicester Lane. The Council expressed their opposition to this proposal as it is sited in an area designated as a green wedge. It would add to existing levels of nitrous oxide pollution in the air which already exceeds laid down limits and is located too close to the Everards roundabout which is already very congested at peak times. The Council felt such a scheme should be sited further away from the City boundary so that motorists use the facility before they get to congested areas.
Despite this opposition and strong representations from a local action group the application was approved in March. The Council will seek to press for improvements to the local highway network to minimise the effect of this scheme.
A further planning matter of concern to the Council was the East Midlands Regional Plan which proposed a further 8.500 houses for the Blaby District area over the period 2001 to 2020. This proposal was almost double the numbers that the Blaby District Planning Officers considered was necessary so the Council objected to the lack of supporting information supplied to back up the East Midlands' figures. It hqad also been suggested that the majority of these new properties should be built in an area between Braunstone and Leicester Forest East which this Council felt would lead to overwhelming problems to the local highway network, etc.
The Regional Plan is to be considered at a Local Inquiry at the end of May and the outcome is awaited with keen interest.
More locally, the Council continues to employ a litter collector each day to ensure that the centre of the village is kept as tidy as possible and to ensure that the public toilets provided by the Council are opened and closed during working hours.
Recreation and Amenities Committee
This year, the Council has continued to regularly inspect and repair the four play areas under its control and this has involved substantial expenditure as a large area of soft-fall surface in the Mill Lane area had to be replaced. All equipment is inspected annually to ensure that risks to children are minimised with all necessary repairs carried out as quickly as possible.
A new tarmac footpath was provided from Mill Lane to the play area thus completing a safe route from Blaby Road through to Mill Lane. Appreciation has been expressed by parents with pushchairs travelling from the Blaby Road area as this is a welcome shortcut.
Work will shortly commence on the provision of security gates to the Bowls and Tennis Club at a cost of £1,500, which will also help to protect the area from vandalism.
As the Civic Centre is now over 20 years old, the Council has decided to embark on a scheme of renovation and also to try and reduce the energy consumption at the premises. The first stage has been to replace the windows with double-glazed units and future phases will look into more economical ways of heating the premises.
Use of the Civic Centre is very good with many organisations and individuals using the facilities. Similarly, after a worrying period when the St.John's Community Centre was little used, there has been an upturn in the bookings and usage is now very good with bookings taking place on all weekdays.
The Enderby Cemetery and Closed Churchyard takes a great deal of time and effort to be kept in a neat and tidy condition due to the sheer size of the area. This year the charges have increased by 10% - the first increase for 3 years - to reflect increased costs. Also, the charges for non-Enderby residents have been tripled to ensure that priority is given to local people.
Christmas trees and lights were provided at the Civic Centre and also on other premises in the village centre. However, there is likely to be a requirement to take out special insurance and have all the tree brackets investigated for safety as part of a need to obtain a licence from the highway authority to display trees that overhang highways. For this reason the Council is to investigate whether static displays on the side of the Civic Centre will be more appropriate from a safety point of view.
The hanging baskets and other flower display were also very much appreciated in the centre and these will be provided again this year to give a bit of summer colour to brighten up the area. Hopefully these will be provided again this year.
The Council also continues to give substantial financial support to the Village Institute so the parishioners are well provided with communal and meeting facilities.
Policy and Finance committee
This has been a busy year for this Committee as work progresses towards achieving Quality Status. As a result of the 2007 election of Parish Councillors, the Council now meets the election criteria and hopefully within the coming months an application will be submitted seeking Quality Status which is a testimony to the way in which your Parish Council is being managed.
The Parish Plan Working Group should be congratulated for the effort it has put into the preparation of the Enderby Parish Plan. Questionnaires have been submitted to every household in the Parish and there has been a very good level of response from local residents.
Work is now proceeding on the analysis of the views expressed so that an interim report can be prepared on the main conclusions.A big thank you for all those who have taken time to complete the questionnaire and an even bigger thank you to the members of the Working Group.
The Council had one Councillor resign during the year but managed to co-opt a new member without any undue delay. After the recent elections there is one vacancy for a Parish Councillor but this is likely to be filled at the Annual General Meeting.
Various grants have ben made by the Council including £200 to the C.A.B. who also have free Council accommodation and a total of £3,600 to the Village Institute towards their running costs. £100 was given to the Enderby Holiday Bible Club to help run their activity week for children and Crimestoppers and Victim Support were both given a grant of £30. Finally, a grant of £125 was made to the Enderby Ranger Guides to help them meet the cost of purchasing new equipment for outside use.
Over the past year the Council have received regular reports from PC Hawkins, the local beat officer from the Blaby Local Policing Unit and crime statistics forthe Parish have shown a decline. The problems caused by gangs of young people still attract a number of complaints but this is a national problem and does receive police attention.
The Council continues to maintain its own website at www.enderbyparish.gov.uk and residents are invited to browse the site for up to date Council information and meeting detais.
The Quarterly Newsletter continues to be published and is an excellent way of keeping parishioners of the work of the Council and a medium for feedback of opinions. This Annual Report will be circulated to each household in the Parish and will be accompanied by a list of Council services which may be of assistance to local residents.
Financial Information
It is a requirement that Parish Councils give financial details in their Annual Report and I am pleased to say that the 2005/2006 accounts received an unqualified report from the Council's external auditors with no matters needing attention by the Council.
For the 2006/2007 Accounts, the Council set a precept of £96,000 and this was based on an estimated net expenditure of £103,439. The actual figures for the year (subject to audit) were Income £26,779 against an estimate of £22,104 and expenditure was £117,578 against an estimate of £125,543.
The net effect has been to increase the Council's balances from £62,419 to £67,619. Full details of these accounts are posted on the Council's web site.
For the year 2006/2007 the precept has risen by been held at £96,000 in the light of the increase which has taken place in the Council's balances. For the current financial year, a sum of £5,000 has been earmarked towards any scheme which might arise from the Parish Plan exercise so that should any worthwhile project be identified then the Council will be in a position to make funds available.
Appreciation
All members of the Council are thanked for their work carried out on behalf of parishioners over the past year and it is particularly pleasing that the new members have made an impact on the work of the Council. Thanks also to all the Council staff who continue to provide an excellent service to the local residents and we feel that this is a small but efficiently run Council.
